You should contact some public libraries around you (and maybe expand further out, eventually). Talk to the youth librarians in particular. I work at a public library and during the school year we have tons and tons of tutors helping students out. However, I truly feel that if students can get help online where they are comfortable (rather than seeing a tutor in a public place), they re going to go for the online, quick, private help. This is why libraries all over are getting into chat/instant message reference. This is a great idea, good luck.
