My question pertains to how the two organizations use belt rankings. I looked it up on wikipedia, and it seemed like the ITF had a very clear structure, uniform system of ranking students. That I m guessing is consistent.

Depends on the school and if they belong to any organizations that govern them. Could be 10 years or could be more but in any real school or organization it will be well over 10 years. You don t really need to defeat anyone.
